【PRI】強い大統領の弱点――ヘグセス国防長官が映し出すトランプ外交の限界

7月21日の下院歳出委員会の証言席に座ったピート・ヘグセス国防長官は、厳しい追及を受けながらも、表情を崩さなかった。
議員たちが問い続けたのは、単純だが最も重要な問題だった。
「この戦争の目的は何なのか」「何を達成すれば勝利と言えるのか」そして、「いつ終わるのか」。
ヘグセス氏の答弁は一貫していた。「作戦は成果を上げている」「米国の安全保障は強化された」「イランへの圧力は効果を発揮している」。
だが、議会で本当に問われていたのは、軍事作戦の成否だけではなかった。「勝利」とは何を意味するのか。その答えを、政権はまだ明確に示していない。
ヘグセス氏は、戦争を知らない政治家ではない。東部の名門大学で学び、陸軍州兵としてイラクやアフガニスタンでの任務を経験した。その後、FOXニュースのキャスターとして、安全保障や外交について積極的に発言し、保守層の間で存在感を高めてきた。
トランプ大統領が彼を国防長官に選んだ背景には、単なる政治的忠誠だけではなく、軍事経験と国民への発信力を兼ね備えた人物としての評価があったと考えられる。
だからこそ、現在の立場は複雑である。国防長官は、政権の政策を国民に説明する責任を負う。同時に、戦場の現実、軍事作戦の限界、必要となる資源を最も詳しく把握する立場でもある。
政策を守る責任と、現実を直視する責任――その二つが衝突するとき、側近である国防長官の役割は難しくなる。
今回のイラン戦争で浮かび上がった最大の問題は、米軍の能力ではない。アメリカが世界最強の軍事力を持つことに疑問を持つ者は少ない。問題は、その圧倒的な力を、どのように政治的な成果へ変換するかである。
戦争は始めることより、終わらせることの方が難しい、という。攻撃目標を破壊する能力と、相手国に政治的決断を迫る能力は同じではない。つまり、軍事的勝利と政治的勝利の間には、大きな隔たりがある。
トランプ大統領は、米国の軍事力を使う決断力を示した。しかし、その力を外交的成果へ転換する能力については、いまだ明確な答えを示せていない。
トランプ政権が当初描いたシナリオは明快だった。圧倒的な軍事力を示せば、イランは譲歩する。核開発能力に打撃を与えれば、テヘランは交渉に戻る。短期間で成果を示せば、「強い指導者」という政治的イメージはさらに強固になる。
それは、トランプ氏が長年ビジネスで築いてきたスタイルだった。強い圧力をかける。相手に譲歩を迫る。自らの決断力を示す。
しかし、国家間の対立は企業間の交渉とは異なる。相手が国家の誇り、安全保障、歴史的経験を背負っている場合、圧力だけでは相手の政治的意思を変えることはできない。
今回の誤算はそこにあった。トランプ氏が重視したのは軍事能力だった。しかし、イランが示したのは政治的な耐久力だった。
イランは数千年の歴史を持つペルシャ文明の国である。現在の政権への評価とは別に、外国勢力からの圧力に対抗する国家意識、独自の安全保障観は容易には消えない。
大国が小国や地域大国を読み違えるとき、しばしば見落とすものがある。それは、相手が何を失っても守ろうとするものは何か、という点である。
軍事力の差だけを見れば、結果は明白に見える。だが、戦争の結果を決めるのは、武器の数だけではない。相手がどこまで耐えるのか。どこで反撃するのか。どの条件なら交渉に応じるのか。そこを読み違えれば、超大国であっても出口を失う。
歴史を振り返れば、同じ問題は何度も繰り返されてきた。ベトナム戦争のジョンソン政権も、米国の圧倒的な軍事力を政治的勝利へ転換することができなかった。問題は米軍が弱かったことではない。戦場での優位を、相手の政治的意思を変える力へ変換できなかったことだった。
イラン戦争もまた、同じ問いを突きつけている。アメリカには戦争を遂行する能力がある。しかし、戦争を終わらせる政治的な構想は存在するのか。それこそが指導者の力量を問う問題である。
古代ギリシャ悲劇では、悲劇の中心にいるのは王だけではない。王の判断を支え、王の運命に巻き込まれていく者もまた、悲劇の登場人物になる。もちろん、現在のアメリカ政治を古代の物語と同一視することはできない。しかし、権力の周辺にいる者が直面する問題は、時代を超えて共通している。
指導者を支える責任。同時に、現実を伝える責任。その二つをどう両立させるのか。ヘグセス国防長官の議会証言は、その難しさを象徴していた。
この戦争の最後の審判者は誰なのか。イラン政府でもない。国際社会でもない。最終的には、アメリカの有権者である。
トランプ氏を大統領に選んだのもアメリカ国民だった。そして、その政策を評価し、必要なら修正する機会を持つのも国民である。中間選挙は単なる議席争いではない。
大統領がどのように権力を使ったのか。戦争の目的は達成されたのか。国家の力をどのように運用したのか。それを有権者が判断する場である。
強い指導者を掲げる政治家であっても、民主主義国家では無制限の権力を持つことはできない。最後に問われるのは、敵国の指導者でも、ワシントンの政敵でもない。一人一人の有権者が持つ一票である。
超大国の戦争の行方を決めるものは、時にミサイルではなく、投票箱なのだ。

At a tense congressional hearing on July 21, Defense Secretary Pete Hegseth defended the Trump administration's military campaign against Iran. Yet the central question from lawmakers remained unanswered: What constitutes victory, and how does this war end?
This article argues that the greatest challenge facing the United States is not military capability. America's overwhelming military superiority is beyond dispute. The real challenge lies in transforming battlefield success into lasting political and diplomatic outcomes.
Hegseth occupies a uniquely difficult position. A veteran, an Ivy League graduate, and a former television commentator, he understands both the realities of war and the political imperative to defend the administration's policies. His testimony illustrates the dilemma faced by senior officials who must balance loyalty to a president with the obligation to confront strategic realities.
President Trump appeared to believe that overwhelming military pressure would compel Iran to negotiate from a position of weakness. Instead, Iran has demonstrated political resilience rooted in its history, national identity, and willingness to endure prolonged pressure. The article argues that this miscalculation reflects a broader historical pattern in which great powers underestimate the political endurance of their adversaries.
Drawing a parallel with the Johnson administration during the Vietnam War, the article contends that military superiority alone cannot guarantee political success. Winning battles is fundamentally different from achieving a sustainable peace.
Ultimately, the decisive judgment will not come from Tehran or Washington's political establishment, but from the American electorate. In a democracy, even a president who projects strength remains accountable to voters. The ultimate verdict on the Trump administration's Iran policy may therefore be delivered not on the battlefield, but at the ballot box.
