【PRI】Can Trump Use Japan and China as Diplomatic Cards for a Political Comeback?

【PRI】トランプ、起死回生に日米、米中を切り札に出来るか――「最悪の五週間」の先に、高市、習近平との会談

英国の大衆紙ザ・ミラー(The Mirror)が、ドナルド・トランプ大統領のこの一週間を「week from hell」と表現した。日本語にすれば、「地獄のような一週間」といったところだ。
米国の主要メディアなら、こういう見出しはなかなか付けない。なぜか。トランプ大統領が怖いからなのか。そう単純な話ではない。
米国の報道機関は、トランプ政権を厳しく報じ続けている。ただ、トランプ氏は気に入らない報道機関を「フェイクニュース」と呼び、CNN、MS NOW、Politicoをホワイトハウスから締め出すと発表した。3社は9月21日、報道の自由をめぐる憲法上の権利を守るためとして、トランプ政権を提訴した。大統領と報道機関の対立が、法廷に持ち込まれたのである。
だが、The Mirrorが「week from hell」と書いた背景には、いくつもの逆風が重なっている。
9月21日に公表されたReuters/Ipsosの世論調査では、トランプ氏の仕事ぶりを支持する人は32%、不支持は63%だった。11月の中間選挙をめぐる一般投票では、民主党43%に対し共和党35%だった。調査では、生活費の高騰やイラン戦争に対する不満がトランプ氏への評価を押し下げていることも示された。
もちろん、この数字だけで中間選挙の結果を予測することはできない。しかし、ここ五週間ほどを振り返ると、イラン戦争、物価とエネルギー、議会との関係、メディアとの対立など、複数の問題が同時に表面化している。
それでも、トランプ氏は「失敗した」とは認めない。批判を受ければ「敵の攻撃」と位置づけ、政策の問題が指摘されれば別の成果を強調する。自分に不利な報道には「フェイクニュース」と反撃する。
しかし、大統領が「成功」と呼ぶことと、国民や同盟国がそれを成功と受け止めることは同じではない。
では、トランプ氏は、この逆風をどう乗り切るのか。
その答えを考えるうえで、今週の日程は興味深い。
9月22日、国連総会のためニューヨークを訪れている高市早苗首相とトランプ大統領が会談する予定だ。Reutersは9月20日、トランプ氏が国連総会に合わせ、日本を含む各国首脳との二国間会談を予定していると報じている。
そして、その二日後の9月24日、トランプ氏は中国の習近平国家主席と会談する予定だ。中国外務省は9月21日、習氏が9月23日から25日まで米国を国賓訪問すると正式に発表した。トランプ氏の招請によるものである。
22日に日本の首相と会い、24日には中国の国家主席と会う。この二つの会談をどう処理するかは、トランプ外交を見るうえで重要になる。
高市氏との会談では、日米同盟だけでなく、中国、台湾、関税という問題が避けて通れない。一方、習氏との会談では、米中貿易、関税、半導体、レアアース、台湾などが主要な争点になる。
日本にとって、とりわけ気になるのは、その順番である。
日本は米国の同盟国であり、中国は米国にとって最大級の戦略的競争相手だ。そして日本と中国は隣国である。台湾海峡、東シナ海、経済、安全保障、サプライチェーンなど、日本の国益と米中関係は切り離せない。
日本側が確認したいのは、トランプ氏が中国とどのような「ディール」をするかだけではないだろう。
産経新聞は、24日に予定される米中首脳会談を前に、高市首相がトランプ氏に対し、対中政策で融和に傾きすぎないよう「念押し」する狙いがあるとの見方を報じている。これは日本政府が公式にそう表現しているわけではなく、記事による分析である。
Reutersも、米中首脳会談を前に、日本を含むアジアの米同盟国が、トランプ氏が中国から経済的な譲歩を得るために台湾への姿勢を軟化させる可能性を懸念していると報じている。9月21日には、ルビオ国務長官が日本、韓国の外相と会談し、米国が日本、韓国への防衛上のコミットメントと台湾への支持を改めて強調した。
つまり高市氏との会談は、単なる日米首脳会談ではない。その二日後に控える米中首脳会談を、日本がどう見ているのかを伝える機会でもある。
米国は中国との関係をどこまで安定させようとしているのか。台湾問題について、どこまで従来の立場を維持するのか。そして、その中で日米同盟をどう位置づけるのか。
トランプ氏にとっても難しい。中国との経済交渉で成果を得たい。しかし、アジアの同盟国には米国の対中政策への安心感を与えなければならない。中国との取引を優先すれば、同盟国から警戒される可能性がある。逆に、中国に強硬姿勢を取り続ければ、トランプ氏が重視する経済上の成果が遠のく。
この二つをどう両立させるのか。そこに、トランプ外交の現在地がある。
さらに、イラン戦争がある。米国とイスラエルによる対イラン軍事行動によって米軍が中東に戦力を振り向ければ、インド太平洋に投入できる戦力にも影響が出る。日本にとっては、米国が複数の戦域を同時に抱えた場合、日米同盟の実効性をどう維持するのかという問題になる。
この点については、すでに紹介したジェニファー・カバノー氏の「A Second Island Chain Strategy for Asia」も、米国の軍事力には限界があるという問題を考える材料になる。
ドイツのF-35A導入も同じ文脈で見ることができる。重要なのは、戦闘機そのものだけでなく、訓練、整備、基地、通信、指揮統制まで含めて同盟国自身の能力を整えることだ。
日本では長年、「日米同盟を強化する」という言葉が繰り返されてきた。しかし、同盟を強化するとは、米国により多くをしてもらうことだけなのか。それとも、日本自身がより多くの能力と責任を引き受けることなのか。
ここは、今回の高市氏とトランプ氏の会談を考えるうえでも重要な問いになる。
そして、もう一つ、今週になって突然浮上した問題がある。
トランプ氏が外交上の成果を示そうとしているまさにその時、その外交を米国民に伝えるテレビの仕組みが止まったのである。
トランプ氏によるCNN、MS NOW、Politicoのホワイトハウスからの締め出しを受け、ABC、CBS、Fox News、NBCは9月21日、ホワイトハウスの大統領TV poolによる映像取材を停止した。CNNを含む5社は、大統領をカメラで追うpoolを交代で担当してきた。CNNはこの日の担当だった。
TV poolとは、各社が毎回それぞれ大統領を追うのではなく、1社が代表してカメラを出し、その映像を他の報道機関にも共有する仕組みである。大統領の移動に多数のテレビクルーが同行できない場合には、とりわけ重要な役割を果たす。
ところが、ホワイトハウスがCNNを排除したため、残るABC、CBS、Fox News、NBCはCNNの代わりを務めることを拒否した。Fox Newsのワシントン支局長で、現在のTV poolの責任者でもあるブライアン・ブートン氏は、ホワイトハウスに対し、代替poolは設けないと通知した。5社は共同声明で、国民には政府について「正確で独立した情報」を受け取る重要な利益があると表明した。
その結果、9月21日、トランプ氏がニューヨークで国連総会関連の日程に入ったにもかかわらず、通常なら大統領を追うTV poolのカメラが同行しないという異例の事態が起きた。Washington Postによれば、ニュース各社が独自に撮影するか、ホワイトハウス側が提供する映像を使わない限り、トランプ氏の映像は大幅に限られることになる。
ここで重要なのは、これを「米テレビが日米首脳会談や米中首脳会談を放映しない」と単純に断定することではない。各テレビ局は独自にカメラを出すこともできるし、ホワイトハウス側が映像を提供することもできる。
しかし、これまで当然のように存在していた「独立したテレビpoolによる大統領映像」がなくなる意味は大きい。
なぜなら、トランプ氏が最も外交上の成果を示したいはずの一週間だからだ。
9月22日の高市氏との会談。9月24日の習近平氏との会談。
トランプ氏は、この二つの会談を通じて、外交上の成果を国内に示したいはずだ。その一方で、その成果を米国民に伝えるメディアとの関係は、いま最も険悪な状態の一つにある。
外交の舞台では「大統領を映すカメラ」が必要になる。しかし、そのカメラをめぐって大統領自身が米国の主要テレビ局と対立している。
これは単なるCNN問題ではない。
大統領が何を語り、何を約束し、外国首脳とどのような表情で握手したのか。その映像を政府自身が提供するのか、それとも独立した報道機関が撮影するのか。
そこまで含めて、いま米国では「大統領外交を国民にどう伝えるのか」という問題が浮上しているのである。
トランプ氏にとって、これはかなり皮肉な状況だ。
日本と中国を外交カードとして使おうとしているその週に、その外交を米国民に伝えるためのメディアとの戦いが、別の場所で始まっているからだ。
もしトランプ氏がここで外交上の成果を作ることができれば、国内の逆風を打ち消す材料になるかもしれない。
だが、外交上の成果だけですべての問題が消えるわけではない。
イラン戦争の問題は残る。物価の問題も残る。メディアとの法廷闘争も残る。そして11月3日の中間選挙も待っている。
トランプ氏は「失敗した」と認めない。だが、政治では本人がどう呼ぶかとは別に、結果が積み上がっていく。大統領が「成功」と呼んでも、国民がどう受け止めるかは別問題である。
だから、今回の五週間を「トランプの終わり」と見るのも早すぎる。一方で、「何も問題はない」と見ることもできない。
いま起きているのは、トランプ政権が一つの巨大な危機に直面しているというより、国内政治、経済、外交、同盟、メディアという複数の問題を同時に処理しなければならない局面に入ったということだ。
そしてトランプ氏には、逆風を政治的な物語に変える力がある。
問題は、その物語を現実の成果に変えられるかどうかである。
9月22日の高市氏との会談。9月24日の習近平氏との会談。この二つの会談は、トランプ氏が「最悪の五週間」の先で、どのような外交的成果を示すのかを見る重要な場になる。
九死に一生を得ることができるのか。
まだ答えは出ていない。だが、少なくとも今週、トランプ氏は言葉だけでは済まない二つの相手と向き合う。
高市氏には、日米同盟とアジアの安全保障について何を語るのか。習近平氏とは、何を話し、何を合意するのか。そして、その二つのメッセージをどう両立させるのか。
さらにもう一つ、見ておかなければならないことがある。
その外交を、米国民はいったい誰のカメラを通して見ることになるのか。
トランプ氏がCNNなどをホワイトハウスから締め出したことをきっかけに、ABC、CBS、Fox News、NBCまで大統領TV poolから離脱した。トランプ氏が最も外交成果を示したいはずの一週間に、米国の主要テレビ局が大統領の公式映像を共同で撮影・配信する仕組みが止まったのである。
外交の成果は、会談の中だけで決まるものではない。それが国内でどう受け止められるかもまた、政治の一部である。日米首脳会談と米中首脳会談。その二つの会談がトランプ氏の「最悪の五週間」の先にある。
しかし今週、もう一つの戦いも始まっている。
外交を成功させようとする大統領と、その外交を国民に伝える報道機関との戦いである。
そこに、トランプ第2次政権の現在地が表れる。

The British tabloid The Mirror described Donald Trump’s past week as a “week from hell.”
American mainstream media are less likely to use such language. But the political and diplomatic developments surrounding the president suggest that he is entering one of the most difficult stretches of his second term.
The latest Reuters/Ipsos poll, released September 21, found Trump’s approval rating at 32 percent, while 63 percent disapproved of his performance. In the generic congressional ballot, Democrats led Republicans 43 percent to 35 percent.
The survey was conducted among 1,277 U.S. adults, with a margin of error of three percentage points.
Against this backdrop, Trump is preparing for two important diplomatic encounters.
On September 22, Prime Minister Sanae Takaichi is expected to meet Trump in Washington. On September 24, Trump is scheduled to meet Chinese President Xi Jinping, who is visiting the United States from September 23 to 25.
For Trump, these meetings are not merely foreign-policy events.
They may also be opportunities to demonstrate that, despite domestic political difficulties, he remains capable of producing major diplomatic results.
The question is whether Japan and China can become the diplomatic cards Trump needs at this particular moment.
Japan is especially important.
Takaichi’s meeting with Trump comes at a sensitive moment in the U.S.-Japan relationship. Washington wants Japan to assume a greater share of the burden for regional security. Tokyo, meanwhile, must consider how far it can cooperate with the United States without becoming excessively dependent on American military power.
There is also the question of China.
Trump and Xi are expected to discuss trade, tariffs, Taiwan, semiconductors, rare earths and other strategic issues.
For Japan, any U.S.-China agreement could have consequences far beyond trade.
If Washington and Beijing reach an understanding over Taiwan or other security issues, Japan could find itself facing a new strategic environment without having been directly involved in the negotiations.
This is one reason Tokyo will be watching the Trump-Xi meeting closely.
The United States has long been the central pillar of Japan’s security strategy. But the second Trump administration has repeatedly pressed allies to assume greater responsibility for their own defense.
That pressure is not limited to Japan.
Germany’s decision to move ahead with the F-35A is another example of a U.S. ally strengthening its military capabilities while preparing for a more uncertain security environment.
At the same time, a September 10 paper by Jennifer Kavanagh of Defense Priorities, titled “A Second Island Chain Strategy for Asia,” raises a broader question about the limits of American military power in Asia.
The debate is no longer simply about whether the United States should defend its allies.
It is increasingly about how far American military commitments can realistically extend, and how much responsibility Washington expects its allies to assume.
For Japan, that question cannot be separated from the Taiwan Strait, China’s military expansion and the future of the U.S.-Japan alliance.
And yet there is another problem facing Trump this week—one that has little to do with China or Japan but could affect how Americans see his diplomacy.
It is a fight with the American media.
On September 21, CNN, MS NOW and Politico sued the Trump administration in federal court after being barred from the White House.
The three organizations argue that the administration violated their First Amendment and Fifth Amendment rights.
Then another development followed.
ABC, CBS, Fox News and NBC suspended their participation in the White House presidential television pool rather than replacing CNN.
The television pool normally rotates among the five major networks. CNN was scheduled to provide pool coverage on September 21.
When CNN was excluded, Fox News Washington bureau chief Bryan Boughton, who chairs the television pool, informed the White House that there would be no replacement.
The networks said the public has a vital interest in receiving accurate and independent information about the government, and that no administration should restrict a news organization because it objects to its reporting.
This does not mean that American television networks will necessarily refuse to broadcast images of the Takaichi-Trump or Trump-Xi meetings.
Individual networks can send their own crews, and the White House can provide its own video.
But the normal independent pooled television source may no longer be available.
That is significant.
Presidential television pools exist partly because it is impossible for every network to send a full television crew to every presidential event, especially when the president is traveling overseas.
A pool allows one network to provide video that can then be shared with the other participating networks.
Without that arrangement, there may be far less independently produced video of the president unless individual news organizations decide to cover the events themselves.
In other words, an unusual situation is developing.
Trump wants to use diplomacy to demonstrate presidential leadership at precisely the moment when his relationship with major American news organizations is becoming increasingly confrontational.
Diplomacy depends not only on what a president says behind closed doors.
It also depends on what the public sees.
Who gets to show Americans what the president is doing?
Who records what he says? Who records the handshake with a foreign leader? Who records the atmosphere surrounding the meeting?
And should those images come from the government itself, or from independent news organizations?
For Trump, there is an obvious irony.
He is trying to use Japan and China as diplomatic cards during the same week that a battle over the media’s ability to show those diplomatic encounters to the American public has intensified.
The Takaichi and Xi meetings come at the end of Trump’s “worst five weeks.”
But another contest is unfolding at the same time.
It is a contest between a president seeking diplomatic results and the news organizations seeking to report those results to the public.
That, too, is part of where the second Trump administration stands today.
